A New Surcharge for Ship Owners by Los Angeles and Long Beach Starting November 1

At present, there is a huge backlog of goods lingering at US ports, unable to enter the country's supply chain. The Port of Los Angeles and Long Beach announced recently that they will introduce a new surcharge for imported containers that are stuck at terminals in an effort to improve efficiency and reduce congestion.

Starting Nov. 1, the ports of Los Angeles and Long Beach will charge shipping owners a surcharge of $100 per container for two categories of cargo as below, and with an additional $100 per container added each day.

First--The above surcharge will be charged to the shipping company for containers that are scheduled to be transported by truck if they linger on terminals for more than 9 days.

Second--For containers transported by rail, the above surcharge will be charged to the shipping company if they linger at the port for more than 3 days.

The port of Los Angeles said the new policy was formulated by the ports of Los Angeles and Long Beach in consultation with the Task Force of Biden administration's Supply Chain, the U.S. Department of Transportation and other supply chain stakeholders, and is also part of actions to improve the nation's troubled supply chain.

The two ports also said the fees will be used to invest in projects to improve port efficiency, speed up shipments and solve congestion problems in the SAN Pedro Bay area.
